Continuing its actions aimed at popularizing the mechanism of the exception of unconstitutionality, and of constitutional culture in general, the Constitutional Council was a partner in the organization of two scientific events.

1. Study day organized under the scientific patronage of the Constitutional Council by the Sidi Bel Abbes Bar Association, Thursday, February 27, 2020, in which the President and the members of the Constitutional Council took part.

Conscious of the central role that lawyers are called upon to play in the implementation of the exception of unconstitutionality, as an effective guarantee of the constitutional rights of citizens and with a view to an optimized exercise of this type of remedy, the Constitutional Council has wanted, through this study day, to initiate reflection with lawyers on the means likely to boost the use of the exception.

The study day allowed the intervention of the President of the Constitutional Council, Mr. Kamel Fenniche, to underline the enormous opportunity that this mechanism offers to deepen the rule of law in the country thanks to better protection of rights and freedoms guaranteed by the Constitution. He did not fail to call on the lawyers to be more involved during the various stages of their interventions in the course of the proceedings.

The study day also enabled the intervention of representatives of the Sidi Bel Abbes bar, as well as a member of the Constitutional Council, in this case Mr. Brahmi Lachemi. The current debate has been fruitful and rich in several respects.

2. National symposium on constitutional amendments and the place of the Algerian Constitutional Council.

This conference took place on March 12, 2020 at the Faculty of Law and Political Science of Sétif, and in which the President and the members of the Constitutional Council participated, in the presence of university professors, magistrates, lawyers, representatives of the civil society. It was devoted to constitutional questions likely to be deepened in favor of the next constitutional revision and to underpin the political reforms undertaken by the President of the Republic, Mr. Abdelmadjid Tebboune.

The President of the Constitutional Council, Mr. Kamel Fenniche, wanted first to convey to the audience greetings from the President of the Republic, Mr. Abdelmadjid Tebboune. In his communication, he noted the importance of the current constitutional revision, to remedy the shortcomings and lacuna in the 2016 Constitution, and found a new mode of political and institutional governance as a prelude to the advent of a new republic where all forms of autocracy and abuse of power will be banned.

The President of the Constitutional Council recalled the commitments of the President of the Republic to respond to the aspirations for change of citizens, young people in particular, whose objective is to build a rule of law, stable and prosperous.

Addressing the place of the constitution, the cornerstone of any democratic building, the president of the Constitutional Council pleaded for a popular engagement around the step of the President of the republic, because translating the essence of articles 7 and 8 of the provisions of the constitution.

The Symposium saw the presentation of four communications, including that of Mr. Brahmi Lachemi, member of the Constitutional Council.

It should be noted that the President of the Constitutional Council, a native of Sétif, received from the participants in the Colloquium, estimated at more than 300, a warm welcome. As proof, in addition to the city authorities, representatives of civil society and other participants, the leaders and former players of the two flagship football clubs of the city of Setif, the ESS and the USMS, wanted to honor the President of the Constitutional Council and reward him with the expensive jerseys of the two prestigious clubs in the city.

The university family, headed by Pr. Khier Guechi, rector of the Mohamed-Lamine Debaghine University in Sétif, also highly marked the presence of the President of the Constitutional Council at the Scientific Colloquium, devoted to a topical subject which keeps Algerian society in suspense.

January 28, 2020

The Constitutional Council organized, on January 28, 2020, at its headquarters, an internal workshop on the theme: "The exception of unconstitutionality: examination of practical procedures". This workshop was led by two professors of constitutional law, M. Dominique ROUSSEAU, professor at the University of Paris I and M. Arbos Marin XAVIER, Professor at the University of Barcelona.

Attended this workshop, opened by the President of the Constitutional Council M. Kamel Feniche, the members of the Constitutional Council, as well as the staff of the Constitutional Council, called to support the members of the Constitutional Council in the implementation of this new mechanism introduced by the 2016 constitutional revision in the national legal order.

The afternoon session was devoted to a simulation of a public audience in its different phases.
