FUNDAMENTAL
PRINCIPLES AND OBJECTIVES
Art. 1 – Algeria is a people’s democratic republic.
Art. 2 – It is an integral part of the Arab Maghreb, of the Arab world, and of Africa.
Art. 3 – Its motto is “Revolution by the People and for the People.”
Art. 4 – Islam is the religion of the State. The Republic shall guarantee to everyone the respect of their opinions, creeds, and freedom of worship.
Art. 5 – Arabic is the national and official language of the State.
Art. 6 – The national flag is green and white with a red crescent and a red star in its middle.
Art. 7 – The capital city of Algeria is Algiers, seat of the National Assembly and the Government.
Art.
8 – The National Army is a people’s
army. Faithful to the traditions of struggle for national liberation, it shall
be at the service of the people and under the command of the Government.
It shall ensure the defence of the territory of the Republic and take part in
the political, economic, and social activities of the country within the
framework of the Party.

9 – The Republic comprises
administrative divisions whose extent and powers shall be fixed by the law.
The basic administrative, territorial, economic, and social division is the
Commune.
Art. 10 – The fundamental objectives of the People’s Democratic Republic of Algeria are:
the safeguarding of national independence, territorial integrity, and national unity;
the exercise of power by the people whose avant garde shall be composed of fellahs, workers, and revolutionary intellectuals;
the building of a socialist democracy, and the fight against every form of exploitation of man;
the guarantee of the right to work, and free education;
the elimination of all vestiges of colonialism;
the defence of freedom, and the respect for the dignity of the human being;
the struggle against any discrimination, especially the one based on race and religion;
peace in the world; and
the condemnation of torture and any physical and moral attempt on the integrity of the human being.
Art.
11 – The Republic adheres to the
Universal Declaration of the Rights of Man. Convinced of the necessity of
international co-operation, it shall join any international organisation that
responds to the aspirations of the Algerian people.
