Art. 197 – The legislative measure required for the setting up of the organs provided for in the Constitution shall be taken by Edict of the President of the Council of the Revolution, President of the Council of Ministers, in a joint meeting of the Council of the Revolution and the Council of Ministers.

Art. 198 – The coming into force of the Constitution shall not affect the powers of existing organs as long as the corresponding institutions provided for in the Constitution shall not have been set up.

Art. 199 – This Constitution shall be executed as the supreme law of the Republic.
