CHAPTER 6 : THE CONSTITUENT FUNCTION

Art. 191 – The Constitution may be altered on the initiative of the President of the Republic within the framework of the provisions of this chapter.

Art. 192 – The bill of constitutional revision shall be adopted by the National People’s Assembly by a majority of two thirds of its members.

Art. 193 – A majority of three-fourths of the members of the National People’s Assembly shall be required to pass a bill on constitutional revision concerning constitutional provisions.

Such provisions shall not apply to Article 195 of the Constitution that shall not undergo any revision.

Art. 194 – No revision procedure shall be undertaken or pursued when the integrity of the national territory is encroached upon.

Art. 195 – No bill on constitutional revision shall encroach on:

1)      The republican form of the Government;

2)      The religion of the State;

3)      The socialist choice;

4)      The fundamental human and citizen’s liberties;

5)      The principle of universal, direct, and secret suffrage; and

6)      The integrity of the national territory.

Art. 196 – The law bearing constitutional revision shall be promulgated by the President of the Republic.
