PREAMBLE

       The Algerian people gained their independence at the cost of a secular struggle and a liberation war fought under the leadership of the National Liberation Front and the National Liberation Army  (FLN - ALN), which shall remain in history as one of the greatest epics that marked the resurrection of the peoples of the Third World. Soon after their independence, the Algerian people buckled themselves to the task of constructing the State and building a new society based on the elimination of man’s exploitation of man within the framework of the socialist choice, and with the ultimate goals of realizing the promotion of the masses and the flourishing of man.        

The adoption of the national Charter by the people through the referendum of June 27th, 1976 gave the Algerian Revolution a new opportunity to define its doctrine and to formulate its strategy in the light of the irreversible choice of socialism. The Algerian people are henceforth marching towards progress with a clear vision of the society they intend to build.

      The Constitution represents one of the major objectives set by the national Charter. Its careful working-out and adoption shall complement the work that has been tirelessly carried out for more than a decade since the historic Adjustment of June 19th, 1965, to endow the Nation with a State built on a modern and democratic foundation; to turn the progressive ideas of the Revolution into concrete realizations marking daily life; and to push forward, through the dynamics of thought and action, the contents of the people’s Revolution towards the definitive commitment to socialism.

 The Algerian State, with its full sovereignty restored, rests on structures founded on the involvement of the masses in the management of public affairs, and on their commitment to the struggle for development, aiming, after freeing the national economy from the grip of imperialism, to create the material foundation of socialism. In all fields, the Algerian people are extending and consolidating, more and more everyday, the scope of their struggle and their march towards economic, social, and cultural progress.  

At the international level, Algeria holds today a prominent place thanks to the influence of the Revolution of November 1st, 1954, which made itself felt all over the world, and to the respect that the country succeeded to gain because of its commitment to all the just causes throughout the world. Algeria has also imposed itself because of its serious internal effort of organization and development marked by the quest for justice in the distribution and the utilization of the national revenue, and the promotion of the masses which suffered more than anyone else from colonial exploitation and the injustices of the system inherited from the past.

       The organization of the Congress of the National Liberation Front, which shall lay down the Statutes of the Party and endow it with governing authorities, shall put the finishing touches to the effort to provide the Nation with institutions capable, according to the terms of the Proclamation of June 19th, 1965, of “outlasting events and men.”

The promise solemnly made to the Algerian people on June 19th, 1965 shall thus be fully delivered in the continuity and the consolidation of the noble ideals that constituted from the outset the prime mover of the great Revolution of November 1st, 1954.
